If it makes sense to say it, build it like a hoop skirt worn on the shoulders. That is- make a light weight frame from wicker and/or wire that has a hole for the head and resting pads for the shoulders that will hold the fabric out and away. then choose a darker textured fabric for the cap and a lighter smoother brown for the nut shell. Gores to make the circle for the cap and maybe some stuffing at the edge to make it stand proud of the shell a bit. Shape to gather in at the waist or hips or knees as you wish.
A pumpkin costume design might offer some clues.

i would recomend going to either a jo-ann fabrics or walmart and looking at patterns. even if you don't sew they have some no sew or very little sewing patterns for costues.
