I have been noticing that there are green neon colored stickers on certain NFL players on various teams.

Since you've noticed them during games, I am surprised you're asking this question.

The green dot is only on the quarterback's helmets. The green dot signifies that it is a helmet with a radio in it. The radio is there so that coaches/coordinators can relay the plays into the quarterback during the game. The league started putting green dots on them because only one radio-equipped helmet is allowed on the field at a time.

I think the green sticker means Quarterback.
I only see Quarterbacks with the green sticker.

It indicates that the player has a radio headset in his helmet to communicate with the coaching staff.
