How can state legislatures propose an amendment to the constitution? What do they have to do?

Only members of Congress can propose amendments to the Constitution. State legislatures can make a request or suggestion, but aren't directly involved in the amendment process until the ratification happens.

Well, yes. The legislature can make a recommendation to Congress that the Constitution be amended. As such, a State Legislature cannot initiate an Amendment.

If two third of the states agree, they have the right to call for a Constitutional Convention to propose amendments.

They can't to the national constitution, they can to their own state constitution though. They bring it up in the State Senate and House and vote on it. If it passes then it goes to the state's voters to ratify, then it becomes a amendment.

The states have no control over the US constitution. They do have control of the STATE constitution and can modify that as they see fit.
