Why isn't wind filter working in photoshop?

i have cs3 and the filter is not available as well as many others and saving in jpeg format. can anybody tell me why?

go to photo shop user group thats what they have user groups for to solve your problems and theirs.

type this in the web search is i have

+photoshop+cs3+user groups
