Its not that they have to but usually they wear them when they go out because of the flashing lights of the cameras. Especiallly "really famous people" because the more cameras the brighter the light. Its hard to see if you dont have something covering your eyes. Other people just wear it as a fashion statement or to hide something. But for the most part its just because of the cameras.

well their famous so if any fans recognize them, they'll go crazy and then a swarm of people will go for them.
also for safety from paparazzi.
