i tried the explorer exe but it stays for like 2 seconds then goes away and keeps doing that over and over again

Sounds like a virus, or a corruption. Try running an antivirus or a couple of them, if that doesn't work, do a repair of windows with your windows disk, if that doesn't work - reformat and thats guaranteed to work.

Try to run your computer on safe mode and try to run some good virus scanner. after that restart your PC , if the problem remains then restart it and continuously press F8, IT will ask you whether you want to run on new configuration or old configuration. click on Old configuration. try going to the task bar at the bottom right click on it then click SHOW DESKTOP

Are you using Vista? I had the same problem, I have no idea how it happened, but I had to use system restore.

right click anywhere on the desk top and click show web content- I think that's what it says.
