it's really just a type of manners. political correctness refers to the ways we address groups we don't belong to. we're free to choose among words when we speak to each other. i can refer to illegal aliens or migrant workers or wetbacks. everyone knows what those words mean, but their impression of me will depend on their politics.
therefore, i can choose "politically correct" terms which don't alienate much of my audience. sometimes this results in self censorship, but i think mostly, this is just part of manners. most people know not to be overtly racist, some of us temper our speech so much we're very bland. it's a broad field.

An irrational fear (often to the point of paranoia) of doing anything that might offend another who would in some way be able to benefit oneself. Also: a deliberate distortion of facts in the hope that it will further one's own political standing.

In my own words it is: Making sure that no one is ever offended by anything.
I think it is silly because you can't please all the people all the time. Nor can you have truly free speech if a society is going to worry about not offending people more than they are about giving people freedom of expression.

Something else for conservatives to blame their failures on. Much like they blame homosexuals, who can't get married in every state except one, are "destroying" marriage and "family values." Or illegals are destroying the economy, etc. It's just another excuse to distract from their failures.
