My neighbours that live across the street have 2 dogs. Every Friday & Sat. night they go out & leave the dogs in their backyard & they bark NON-STOP for hours on end. And I'm not exaggerating when I say NON-STOP. For example: this weekend they barked Friday, Sat. & tonight (I'm at home with my baby so that's how I know). This has been going on since the beginning of the summer. Last night we had a huge rain storm & lighting & it rained ALL night & they were outside until atleast midnight cause I went to bed then & they still weren't home. I don't know if they have dog houses or what but they were out in the pouring rain & winds. How can people treat their animals this way? I don't want to confront them directly but I definitely feel that they need to be reported. Am I justified in doing this & how do I go about's doing this? THANKS!!!

If the dogs have shelter it's not animal cruelty. But you should check and see if there is a ordinance about noise after a certain time. Then if the dogs are barking after, say 10pm, call the cops and the neighbors will get a ticket and have to pay a fine. That should stop them from letting their dogs bark at night. But leaving dogs out in all weather...nothing wrong with it if they have shelter. Two of my dogs refuse to come into the house...they love the outdoors, but they have their own doghouses, loaded down with straw during the winter, to keep them warm. Although I have forced them to come in when I think it's too cold...they hate it when I do it though. Difinately check about noise ordinance though...I have trained my dogs to bark only when they see strangers on my property and they don't bark at night unless that is the situation. Call your local sheriff department to check about the noise ordinance...they should know. Best wishes.

Most residential areas have noise control laws. After a certain time, usually dark or 10pm, you are not allowed to create a noise disturbance. If the dogs are barking constantly at night, call the police and report the disturbance and if you believe the animals are not being cared for properly, mention this in the call. They will bring it to the attention of the people and they will look for signs of abuse/neglect and report it to the proper authorities if necessary. You can probably make the complaint anonymously so you don't have problems with the neighbors.

No it's not cruelty, a lot of animals live outside. But if the barking is excessive, there may be a town ordinance that will make them keep the dog inside after hours.

I am not sure if that is technically animal cruelty. Before you bring in someone else, why don't you go over there with your baby and introduce yourself. Ask them if there could be another solution for the both of you so you could get some due sleep with the baby and the dogs could get some fresh air without disturbing the neighborhood. If that doesn't work, give them the dog whisperer's name and number. Best of luck to you.

i think leaving them outside when the owners leave isnt cruel concidering the fact that the may pee in the house but pouring rain?? thats not cool. at LEAST install a doggie door to make it an option for them to go outside to use the bathroom. as far as the barking goes: some dogs just bark. my grandparents dogs bark ALOT but thats just there personality. if it really seems to be a problem i would suggest talking to them about it. not rudely tho bc they could take it personal.

If the dogs have shelter, technically it would not be considered animal cruelty. If there is no protection from the elements, then it is cruelty. Call animal control and have them investigate both the barking dog problem and the possible cruelty issue.

If their dogs have shelter and water, than no, it's not animal cruelty. Leaving your dog outside to run and play is not animal cruelty if they have shelter and water.

However, you do need to talk to your neighbors about the barking. Barking can be a nuisance.

i've seen a lot of houses leaving their dogs out like that in bad weather and its awful! my dog won't even stay outside for more than 5 min! lol but i think you should at least report it so the cops can have a record in case those people do anything really bad to their pets. ohhh poor dogs :(

Yes,you are justified.If the dogs are without shelter this winter,they may freeze to death and leaving them out in the rain is cruel.Call your local animal control ,Humane Society,or ASPCA office and report the neighbors.They are not allowed to give out your name to the people,so they won't know it was you.

You can call animal control but I guarentee they wont do anything unless it's REALLY bad. If the dog is fed and looks generally healthy, they can't do much except advice the owners..which probably wont do much.
