Its annoying, but it makes it into more of a game. Answering questions, voting for best answers, etc. gives you points that advance you in the levels. This gives you more privileges in the "game". It also entices you to come back on a regular basis. The ratings also help you see how serious others are with their answers. Someone who has been on level one since 2003 isn't as dedicated as say someone in level 4.
Also, I imagine, putting daily limits on things helps them keep up and organize everything. If everyone answered 200 questions a day, I think their servers would be overloaded. Just keep answering and you'll increase your limits in no time!

I think they want to weed out the non serious people. If you notice most people at level 5 don't ask the stupid questions. It is the people at level one that have answered 3 questions with stupid comments and ask very lame, stupid or sometimes even sick questions. There is a points chart in your profile under account summary it says total points. Click on the ? next to it to see the chart! Good luck. If you are addicted like me you will have unlimited answers in no time.

It attracts more people to Yahoo Answers and encourages people to continue to answer questions. At level 5, you get to answer an infinite amount of questions
