It's disputable who is the fastest. However, some of the fastest players in the NFL are definitely Randy Moss, DeAngelo Hall and Michael Bennet.

reggie bush is the fastest. champ bailey is 2nd. deangelo hall is 3rd.
devin hester ranked #5 in the scouting combine at his draft. he looks fast because of the kick returns, but its a whole different story when he's a wr.

Terrance Newman can flat out fly.
But then there is also track speed and football speed, Deion Sanders wasn't the fastest at track speed(4.4-4.5 guy) but no one was going to catch when he put the pads on.
