BTW: Attempted murder is not having a reasonable belief that you could cause death. Attempted (as a legal term) means you had a specific intent to cause the specific death.

I had this assignment in my government class in high school. I was always looking for a way to stir everything up so I took a very bold approach and wrote legislation to require the death penalty for any mentally retarded person who committed 3 weapon-based felonies that caused harm to another person.
The discussion was very heated and it was the only bill that the government teacher actually spoke against. I didn't and still don't believe this is a good idea, but it sure was interesting. I received an "A" for the assignment.
If I remember correctly the bill broke down like this:
Federal Criminal Statute
I. Any individual who is deemed by the courts to be "mentally retarded" and who satisfies the following elements will be eligible, at the jury's discretion, for the death penalty.
1. One who has been deemed by the court to be of a level of intelligence that he or she would be medically classified as mentally retarded; and
2. One who commits three felonies with a weapon against another
II. This individual shall be eligible (or required) to receive the death penalty to prevent further harm or damage to society.
In the explanation of the bill you can introduce that this is a policy beneficial for society to reduce crime and make the community safer. The guardian of the individual charged is responsible in tort law for any negligence and this criminal law statute is a natural offshoot.
Whatever you choose, be outlandish. You are supposed to be learning how to write the bill, it probably isn't about the bill itself.

My personal favorite is this:
Drunk Driving should be an automatic Attempted Murder charge. Attempted Murder requires that a person commit an act that they KNOW has a reasonable certainty to take the life of another.
When a person gets behind the wheel after drinking, they KNOW they could kill someone. Statistically, they are reasonably certain to kill another individual by driving drunk. They cannot escape such knowledge, especially with all of the advertisements about drunk driving, e.g., signs, billboards, commercials, radio ads, newspaper articles & ads, etc.

hmm... How about a bill to abolish the federal reserve, and the IRS. That would be a hot discussion. Being as our government has illegally been forcing us to pay an unapportioned direct tax since 1913 when the 16th amendment was passed. Research it. Present it.
