The reason why Kevin Smith played Silent Bob is because when he wrote Clerks he originally wrote the character of Randell for himself (that's why Randell had so many great lines in the movie). But when it was time to start shooting he realized 2 things - 1) It was alot of dialoge to remember & - 2) He can't act (not my words, Kevin admits this quite often in interviews and his dvd commentaries). So he gave the role of Randell to his friend Jeff Anderson and cast himself in the role of Silent Bob who rarely ever spoke.

because Silent Bob is played by kevin Smith who wrote and directed all those movies. It is ironic, because Silent Bob is really the voice of all the characters.

Plus he does speak when he has something to say.

Well, he's not always completely silent....sometimes he talks, when he has something really important to say.
Basically he usually just stays quiet because Jay talks TOO d**n much!! Haha. He talks enough for both of them ^^
