By terminal I assume you mean a client PC on a network with a server.
If so, yes, but you need to have a strong working knowledge of networking.
There are a number of sites out there with instructions on how to do it, but the simplest one I have found is here:

Time wise, it might make better sense to temporarily install a CDROM to the client and install from there. If you are doing this on a regular basis, then taking the time to set it up to do over and over again if need be would be the better way to go.

Possibly over the network but getting a network stack to run on a pc with no OS is a whole new game.
You could possibly try setting up a small boot image on a USB memory stick or even an external USB HD if that is an option..
It might be easiest to temporarily install a CD if that is an option.

Does the terminal PC have a USB port? If so, if you can find a big enough USB thumb drive, copy the Windows XP distribution CD onto it and start the installer from there. Some USB thumb drives are "bootable" as well.

well you cant.
you might be able to put the hard drive into another computer, install windows, and were it asks you to take out the CD and reboot. take out the CD but switch off the computer. take out the hard drive, and put it into the other computer, and switch it on. as then it will usually boot and install the drivers.

remove your hard disk go to your friend's computer and ask ur friend if you can use his computer to install xp.
