i am an anime fanatic and i was thinking of putting up my own blog containing episode summaries of my favorite anime. of course, a blog like this wouldn't be any fun if it didn't have any picture or illustrations. i have gone through several sites and many of them have anime stills of episodes. do these sites, blogs, fan sites have proper permission to use the images? what is the copyright rule for this?

This most likely falls under fair use- but since the test for fair use is so subjective, you can never tell for certain.

However, since you are only using screenshots to aid in writing a review, I think it meets all four guidelines for fair use.

-It is transformative.
-The nature of the copyrighted works is a little sketichy, but I still think it passes
-You aren't useing a large portion of the original work.
-It should have a positive effect on the value of the original work.

ask the creator. Most people will be happy to oblige in exchange for credit.

General rule... if they find you are using their image and they ask you to take it down, then take it down.
