Well unless either of these is extremely cheap I wouldn't purchase either of them.

The processors (Sempron & Celeron) are both pretty basic old school processors that just don't cut it in todays world of computing.

If you're going to do anything other than surf the net, and do regular word processing, I'd be finding something better if I were you.

512MB of RAM is far below par.
5400RPM Hard drives are slow compared to 7200 ones.

If I were forced to choose one over the other, I'd go for the Dell, since all my Compaq experiences have been bad.

That's my opinion.

I like the sound of the first one, but I prefer AMD processors.
