They are both equally important, however, there are things you can do to substitute one or the other if you must have only one. If you get a filter and not a heater then make sure that the room temperature that the tank is in stays warm, even at night, with a minimum temp of 74 degrees though higher is better, preferably 76-82. You can also keep a warm lamp or light over the tank which will help such a small amount of water stay warm. Reversely, if you get a heater and no filter then you should at least provide some airation with an airstone and pump, and do water changes every 2-3 days to keep the water fresh.

It depends. If you are going to do water changes twice a week, then a heater is more important. If you are going to clean the tank once a week, then a filter is more important. If you are going to clean the tank less than once a week, it is important that you don't get fish because you will kill them. Basically, it is essential to provide the fish with clean water. EDIT: Sponge filters do not provide heat, and Bettas do not need dissolved oxygen in the water. They use their labyrinth organ to breath air instead of extracting oxygen from the water.

Bettas don't need either, but here are the good things about each, and you can decide which is more essential.
Filter: Will avoid more frequent water changes. If you do get a filter, make sure it is either adjustable or low current.
Heater: Bettas prefer warmer temperature, so heaters are ideal

You should get a filter because betas are hardy, but still, like all fish need clean water (and I would suggest a five gallon tank, because the bigger the tank the longer the fish live)

Filter.... not really. heater... yes if you live in a temperate climate.
Filter will stir the water, causing them not to be able to blow bubble nest.
Unless you get those trickle systems that won't cause much movements to the water surface,

I have neither and have probably the longest living betta on the planet (that I'm aware of, anyway). Duder just gets older and meaner.

Neither, really. I know betas that live in simple glass fishbowls and are just fine. I'd go with a filter, though, because you'd have to clean the tank very often without one.
