I'd do it now so the bed can be prepared and amended with composted material before Spring arrives. I always prepare all my beds in late Autumn, but you can start now if you like.
Good Luck

Since your goal is to kill and remove the bushes it does not make any difference whether fall or spring are healthier for them - they are discards anyway.

I would agree with sptfyr that now is better since the ground can be taken care of and be in good shape by spring plantingf time.

If you're getting rid of them, go ahead now and do it. If you just want to shape them, wait until a good hard frost, that way new growth won't come out and then get frostbitten. In the latter case, you may want to wait till Jan. or Feb.

trimming trees or bushes is best done in the fall
