Guilani is a fiscal conservative but a social liberal... there is a difference.

The only person I have heard calling Giuliani a conservative is Giuliani. He claims to be an economic conservative and claims that it is economic issues and the "war on terror" that unites all conservatives with the issues you noted above being minor areas of disagreement that shouldn't bother a soul.
He is the leader because he is the sole person running as a moderate and thus has that 30% of the Republican Party all to himself while everyone else divides up the 70% of the Republican Party that is to the right of Richard Nixon, Ronald Reagan, and Barry Goldwater.

Giuliani is a liberal that invaded that Republican ranks. He is an insider to get the votes supporting the issues of the Democrats that is being favored by the Americans due to the Republican debacle in Iraq.

He's anything but a conservative.
In fact, he's the liberals new mouthpiece.
Case in point:
He's anti-2ND Amendment and supports the slaughter of innocent unborn babies.

Giuliani is called a moderate conservative because that's what he is.
Just because he isn't a lunatic fundamentalist christian doesn't mean he isn't conservative. Yet you complain about him..what gives?
