Is there a way to chat on telnet? Anyone know of any servers and ports to try?

you're probably thinking of IRC:

generally if you're behind any kind of firewall or router at home/school/work the telnet port will be blocked rendering it useless - telnet is an excrutiatingly slow program to begin with, and the telnet protocol is not used for much nowadays.

Indirect chatting by telnet would probably be MUDs or MOOs. Thats where you connect to an online world or an online game which combines play with chatting. Those can be alot of fun.
