Hard to think of positives right now.

The negatives are easy -- you took an organization devoted primarily to responding to natural disasters and made it part of a department devoted to stopping terrorist attacks. Needless to say that is going to disrupt the functioning of the organization and put it lower on the funding priority list within the department.

Ten years from now Homeland Security may be a good functional department, but everyone knew that you were going to lose some efficiency during the reshuffle. FEMA is unfortunately one of the parts that got hurt by the reshuffle.

Hang on - I' thinking.

Okay - I think the whole DHS is a joke.

Not that FEMA is any better.

DHS was created by the Bush administration which makes it suspect in and of itself.

We are going to have to wait a year to really know just how badly our government has been managed over the last 8 years.
