A. is
Aerobic is singular, so you would use 'is'.

Neither one as the sentence is written.
The word "aerobic" is an adjective and should be modifying a noun. Aerobic exercise for instance. This would take is, choice A

On the other hand if you want to use it as a noun then it should be aerobics with an "s" which looks like a plural noun but isn't. Rather it refers to a type or kind of exercise. In that case you would also use choice A.

But you need to clear up your subject in the sentence.
Aerobic by itself won't work.

Well, maybe it's OK if you are saying the subject is understood to be "exercise" and you are letting the exercise at the end of the sentence be the indicator of that understanding.

But that's kind of backwards and I don't like it at all.

Do you think aerobics is the best kind of exercise?

Aerobics is considered one unit, like a band or a family. The Smith family is moving to Nebraska. Aerobics is the best kind of exercise.

And make sure you spell aerobics with an "s" at the end.

Since /exercise/ is part of the prepositional phrase, and KIND is the noun to be used as the definer of whether you use a singular or plural verb, (and /aerobic/ is actually the adjective describing /exercise/,) then

IS

is correct since /kind/ is a singular noun.

A. is. Subject & verb agreement. Aerobic is applied to exercise, aerobic exercise is treated as singular. Singular noun requires agreeing verb. "Are" is for plural, except occasionally referring to pronouns. "are you" "Chihuahuas are" etc. "Is" applies to singular nouns- "it is" "my bloodthirsty cat is" and so on.
So, in summary, the answer is A. is.
