why do I never see baby squirrels

You aren't looking hard enough. Different species have different behaviours, many preferring cliffs or buildings, but I've seen plenty in trees before.

Squirrels grow up secure in the nest. They won't come out until they're already quite large.

Pigeons or Rock Doves tend to spend most of their time in urban areas..where there are not many trees available. When there are trees, in parks and such...I see pigeons in them regularly. Band-tailed Pigeons prefer hanging out in trees and will also nest in them.

pigeons that we seen in the streets are called rock doves
because their nesting area used to be in large rocks and cliffs that are usually grey, hence there coloration which is usually grey and white to match with their surroundings
our concrete forrest make a perfect place to nest since it perfectly resembles a rock cliff
if a pigeon were to nest in a tree
cats would easily see and kill it

In the wild, pigeons are cliff-dwelling birds. In the city, buildings substitute for cliffs.

Because they are very heavy birds. I guess by them being so small they remain in the hole of the tree until they are big enough to fend for themselves, then they come out.
