I take care of gym floors and have discovered that a tennis ball will remove scuff marks. Never tryed it on a vinyl floor but I bet it will work.

Depending on what made the SCUFFS; IE: Rubber sole/heel shoes...you might try putting on a Tennis Shoe; and scuffing the scuffs.
GOO GONE, not goof off.
Dishwashing detergent and a scrunge
Etc. Etc. Etc.

WD40 is very good for removing scuffs and tar from floors or cars.Make sure you wipe it well afterward so it's not slippery.The tennis ball works too as well as the tennis shoes if it is black sole marks

The tennis balls work great. My friend cut a tennis ball and made it fit on the end of her mop. That way the tennis ball is always there when needed and the mopping can continue.
