She can exert more torque by:
1. Gaining weight
2. Getting longer pedal cranks
3. Using toe clips or locking pedal/shoe-cleat sets to allow pulling up with the other leg
4. Pulling upwards on the handlebars resulting in more than her weight being applied to the pedal
Note that locking pedal/shoe-cleat sets are the way to go for road biking. In addition to more power from using both legs for the full pedal cycle, you have the safety of not having your foot slip off the pedal which can cause an awful accident.
