First check the processor type jumper. If this is set for the incorrect classs of processor then the main board will pass POST by never start up or give video.
If the system does not pass post then you will have a sound pattern that is like an error message, ask about the pattern to get the fault. If you fail POST then it is faulty hardware.
If you have onboard video and a agp card then you will need to change the setting to select one, this is sometimes a jumper on the board and sometimes bios. but just plug the monitor into the other port.

If the motherboard has an onboard display I would try that before using another graphics card. If the power light on your monitor does not change from yellow to green then you are not getting an output source from your board. if you have an aftermarket card, you may need to use your onboard card and get into your bios, then change the video output setting to read from your pci/agp slot. There are several more options, but that seems to be the most likely assuming your pc even powers on and has no error beeps.

Im going to bet the CLEAR CMOS jumper is not in the correct Position Some manufactures send them out in Clear mode.
That will usually not make the pc power up or the pc will power up but there will be no screen...
And on some motherboard it can cause damage to the motherboard with it powered up on the clear setting.
You will know that when your computer won't keep cmos settings or the time keeps going off when you have a new cmos battery installed.
Or that you forgot to plug in the 12Volt 4 pin or the 8 pin connector for the cpu power.

change or connect another display card to th another board and check the display on monitor .other wise u should connect the monitor to an other CPU.while connection u can find the problem .if the monitor indicator will blinked or not and u should off the SMPS if the smps maybe hang.try these techinics

make sure it passes the POST ok
make sure it has one beep
if it wont display the moniter...
plug it on the on board VGA port, behind your motherboard..
if that dont help, change your video card...
use AGP!
AGP is better, the best is PCI Express!
