No it is not right. Regardless of whether the pencil was dull, it is pretty clear to see that this person's intentions were to hurt/cause harm to another. Would the same be said about a "blunt" knife? It doesn't matter what object it is, if a person actually took the time to take an object an stab another person, we know where their heart is.

Causing harm or injury is wrong. In the case you mentioned, the act of stabbing someone with a pencil is wrong even if the pencil is dull.
