They have taken God ought of schools and government offices but makes us swear on the bible when you testify in court!!!

The purpose of requiring one to swear on a bible is a form of "piling on". Lying is a sin, but one that is relatively common in humanity and therefore tough to overcome. But blasphemy is a far more intimidating sin to those who believe in the bible, and expliciting lying in God's name is blasphemy.

It was hoped that this additional burden for dishonesty would be effective. Unfortunately, it isn't always, so the courts also apply punishment for lying under oath, called purjury.

Jesus said anybody who swore an oath at all is sinning - you should just say "Yes" or "No".

So swearing on the Bible even to tell the truth is wrong - it's in Matthew by the way.

I don't believe that, I believe that they use it to make a person (who believes in christ) aware of their conscience, with that thought of burning in hell as back up. I wonder if they ever thought about atheists and what to use to get them to tell the truth?

No, I doubt it, but they could go to jail if they are caught.
Remember we have a forgiving God, but people are not as forgiving.
