At my school they lock all the bathrooms. In order to get in you have to go to an office, ask for the key and then go to the bathroom. Sometimes this can take a while if someone else has the key.
Lately kids stole some of the keys so its hard to find a bathroom, is this legal?

Is it legal to steal the key? No. However, all public facilities (including schools) have the right limit the restroom use, to ensure order and avoid misconduct. The method used to regulate the facilities, is left up to the individual department.

Yes it is legal. If there is an element in your school that is vandalizing the bathrooms (very common problem) or if there is drug dealing, smoking or other misbehavior going on, then YES.

It is sad that everybody has to suffer for the misdeeds of others, but that is reality in modern public schools.

If you know who is vandalizing the bathrooms, quietly report them to the office.

No, it is not legal for the kids to steal the keys.
If the locking of the bathrooms is to prevent vandalism or something then I see no reason why they shouldn't lock them.

I imgine that locking the bathroom door is a violation of your city/municipality's fire code. You may want to consult your city council and see how or if you can change the policy.

No. They are providing a restroom at all times; no one is being forced to "hold it". No issue with that. As for "privacy" how is one restroom any less private than 10? Maybe they have to stand in line to use a stall, but once they are in it, it's private. So what is the issue?

If you change classes, I'll bet they are open during that period. They are just making it harder to get out of class to "play" in the halls and restrooms during classtime. It is legal.

Is it legal to lock people up in a burning building?

No, actually it probably is not. If this is a public school, they're going to have SERIOUS problems, especially with ADA. I suggest you see an attorney about this. I also suggest you let your local Disabled Americans groups know. You can find MANY web pages on Google. Please, do report your school for this behavior. It is quite unacceptable.

It is school policy.

So yes - it is legal.
