Team A, unless it's fumbled out of either end zone. If it's fumbled out of Team A's end zone, it's a safety. If it's fumbled out of Team B's end zone where the player who fumbled hadn't crossed the goal line with the ball, it's a touchback and Team B's ball at their own 20.

Team A. Because the defense (Team B) didn't recover the ball before it went out of bounds. Like when a quarterback who throws the ball out of bounds it isn't called an interception, because the defense didn't recover the ball.

if offense A has the ball and fumbles it out of bounds in their own end zone, that is a safety.
if offense A has the ball and fumbles it out of bounds on the playing field sidelines, it remains their ball regardless of who touched it.
if offense A has the ball and fumbles it out of bounds in the defense B's end zone, it is a touch back, and team B has the ball on offense on their own 20 yard line.

That's pretty easy and think about it. The person who had control of it last. If you got the ball and get hit and it rolls out of bounds then you own the ball. Let's say you catch a pass and run and then get hit and the ball pops out and a guy on the other team picks up the ball and runs 25 yards the other way and then he gets hit and the ball boes out of bounds. The guy that picked it up after you got hit and has control of it and is running the other way and gets hit then his team gets the ball as he had control. Take care.
