You can make holes in the letters, put eyes on the back of the letters or use the shapes of the letters to fix the ribbon.
If you have letters that have a good shape you can use the holes that belong to the letter to tie the ribbon to, but most likely that is not the best looking way.
You can drill small holes, or even add a little ear with a hole on the outside of the letter, to tie the ribbon too.
Or you can add a little loop at the back of the letter, glue is posible, but I would go for a screw eye.
You can use the ribbon singly, you will tie or sew a loop on either end, one through the eye or loop at the letter, the other to hang it from.
Or you can use the ribbon double, feed it through the eye or hole, sew the ends together and if you prefer, you can sew it again just above the eye.
Instead of sewing you can also tie a knot, add a bow to the knot and it will look good.
To find the perfect spot to attach the ribbon is hard, to much to either side and the letter will be out of kilter, fall over, or just look wrong.
You need to find the balancing point, so that on both sides there is the same weight. Mostly that is in the middle, but with a letter like the P the balancing point will be nearer the left of the top.
If you do not mind a little extra work for perfect results, cut the same letters out of cardboard and make a little hole where you expect the balancing point to be. Let it dangle from that point. If wrong you can try again.
If you have the final letters and the balance is wrong, try to add a little weight on the side that is going up, to improve the balance.
