I had made that suggestion to Pete Wilson when he was the Governor of California. Article Four of the Constitution binds the Federal government to "guard the States against invasion". It doesn't say armed invasion and the founders were quite good at expressing themselves in the English language. Since the States have not been guarded against invasion, the Federal government could be said to be in breach of the "contract" with the States that establish the very existence of that Federal government.
