Even with truck off in my 2004 dodge ram cummins diesel the cylinder was still humming.
I had to disconect the batteries(there are two in this truck) for the humming to stop.

could be the abs pump motor relay stuck on. if the relay stuck, the motor would stay on even with the key off. try swapping the relay. there is no vacuum pump for the brakes. its a hyrdroboost system that runs off the power steering pump. cummins has not had a vacuum pump for 6 years.

Secondary brake pump.(electric motor with air vacuum pump)

You'll need to see a dealer for this one.

If the engine dies, you loose all vacuum to the brake booster.
The vacuum pump is a backup system so that you are able to stop.
Apearantly, the vacuum switch switch that tells it to turn on is faulty.
One other option is the brake pedal switch is faulty.

sounds like an ABS (anti-lock brake sys.) poss. pump trying to fill acc.? OBDII need to see what code(s) in ABS. not enough info. to go any further.
