No-one.The USA is crazy-police should not routinely carry guns and there should be no right for civilians to bear arms.
The UK sucks but in that regard at least we are more sane and even here the police still murder people-e.g. Jean Charles de Menezes.

EVERY adult should have the right to carry a gun, with a few exceptions.
If those 6 people had guns, how many of them would have been killed? Would the policeman have shot any of them if he assumed they might be armed?

Its very sad what has happened in the USA but when someone goes crazy in the head and intend going out in a blaze of gunfire then they will get a gun from somewhere. In this case it happened to be a policeman, which just goes to show that it can happen to anyone.

The story says a local law enforcement employee which does not necessarily mean he/she was a policeman or woman. Anyone can snap and go on a shooting spree.

Just think if one of those 6 people had a gun they might have been able to do something. I sleep safely at night because I for one believe in the 2nd Amendment.

Nobody. If you put a lot of people into a position of power it is inevatible that some will abuse it.
I watched a documentary in which the Americans were shocked that the majority of Britain's police officers were unarmed - they asked how it was possible that we felt safe. Personally I think that's a crazy view...I feel safer living in a society where carrying guns is NOT the norm.

I'll add that the Supreme Court ruled that the cops don't even have to enforce the law...Castle Rock, CO for the sickening details...
So, technically, the US is in a state of ANARCHY right now....
