They are booing both. However, most fans understand that the referee is just doing his job, so they are booing the call.
In addition to this, it is kind of a tradition to boo when a call goes against the home team, even if it was the right call. Its just part of being a fan and cheering for the home team.

There was no offsides. And after replay was watched, you can see that it should have been a goal. Also, there were Slovenian defenders who were grabbing onto, and holding USA players back. If it was not a goal, it should have at least been a penalty kick. All of the soccer professionals, and announcers have said the same thing. A BAD BAD call, and a robbery. It's a disgrace. The referees have a long history of cheating and robbing the USA in world cup matches. Just look at 4 years ago in the previous world cup. The ref that robbed the USA 4 years ago...he is no longer a ref. Im not suprised that the referees seem to hate Americans. As an american, somtimes we feel the hatred of the world upon us...and we dont know why. People shouldnt hate us because of the size, strength, and political policies of our government. Not all americans agree with politics. There is more than 1 polical party in USA. Surely the rest of the world is smart enough to realize that. Surely the rest of the world is reasonable enough to judge ALL PEOPLE, ON AN INDIVIDUAL BASIS....I THINK??? I am tired of Prejudice against the USA, and how it clearly can be seen in sporting events, like the soccer match today. IT IS THE SHAME OF FIFA!!!

If one of the home players made an obviously bone-headed play and got called for the penalthy they could be booing the player.

They are booing the referee for the call he made, and after that boo the next boo is for the call. there is usually more than one boo in a boo.
This is why they are called boo-boos.
"Mommy, I have a boo-boo."
"SHHHHH! Let me watch the game!"

They could also be booing their team for making a bonehead mistake.
I think a lot of times, the booing is just because something bad happened to the home team. How else can you show your frustration?

both, because fans obviously saw the play better and have
more knowledge of the rules and regulations then the officials. (ouch ! -- been guilty myself on rare occasions)
