Ok, i live in CLIFTON,NJ and i want to buy a MOPED
I'm 15 years old and I'm planning to buy a 49cc gas moped.
Is that legal? Do i need a license for the 49cc or not??? Would i need to register it??

Call the local department of motor vehical registration and they will tell you what is required.

If it's a scooter, you need a motorcycle license.
If it's a moped, you only need an automobile drivers license.
Both types need to be registered.
