I want to do a 7 or 14 day bus tour in Cuba

BCAA has an excellent all inclusive bus tour of Cuba. 1 week on tour and 1 week at a four and a half star resort in Veradero.
This is seasonal. So check with a travel agent at BCAA for times.

there are no bus tours that last 7 days . much less 14 days, your best option , road trip and I think a week will do
The bus tours I know last a day. Below is a cuban tourism website , good luck

I don't think there are many organised bus tours (though there may be some with specialist interests) - so you'd have to just go from place to place and organise your own itinerary, and decide what to see and how long to stay in each place.
Even with 14 days, it is probably not a good idea to try to cover both ends of the island.
Do you know where you will be flying into ? Havana - or another city ?
