if you want to record music and then edit and mix it and the like, they're a program called Audacity that's available for Windows computers. If you're talking about actually writing out the music, then you should probably get Sibelius, even though it's like $500. But Sibelius, as well as the FInale music notation software, allows you to use a microphone to record the music into actually written notes.

There are PC music mixing apps but none are as simple to use or as good as Garageband for beginners.

If you want Garage Band, you'll have to buy a MAC.
