Would it not be simler to insert the DVD in the laptop DVD player ?

VERY FEW laptops come with video inputs as standard so a USB2 or PCMCIA/cardbus addon would be required

USB TV Tuner card?
Depends on what outputs the DVD player has and what inputs the laptop has.

The tuner card is the easiest option.

Most laptops with an optical(Combo) drive will play DVDs - if you have the software.
VLC will allow DVD playback if the drive will read DVDs
