Although 25,000 IU of vitamin A a day is still well below the toxic or overdose level such high intakes are not generally recommended. 5,000 IU a day is plenty and for pregnant women it is better to take even less as high vitamin A intakes can cause birth defects. I think the recommended amount for pregnant women might be as low as 2,500 IU a day.

Vitamin A can become a toxin if concentrated. It is a fat soluble vitamin and so, does not leave the body very fast. If you are taking a lot of it, it may be building up.
There was a case in the late 19th century of arctic explorers killing a Polar Bear for meat. They ate the liver which has toxic levels of vitamin A. They became sick and some died.
Luckily, explorers like to write everything down.
