Someplace in Africa, since that's where human civilization began (_Guns, Germs, and Steel_, Jared Diamond).

The oldest ruins we've actually *uncovered* are someplace in the modern-day Middle East, I think - the Fertile Crescent. But you must remember that there are almost certainly many older cities that we simply haven't found ruins from, or that haven't left easily uncoverable ruins.
