The troops follow the orders of the president. No matter what Congress does, they won't come home until the president orders it. Your best bet is to foucs on electing an anti-war president.

I don't know how to straighten up that mess over there. I said it was a huge mistake when it started, but nobody listened to me. Maybe we could figure it out if we had another Woodstock--a real one... clone Jimi Hendrix and everything!
