Funny way of wording it. The best-known composers born in the few years before 1840 were Brahms (1833), Saint-Saens (1835), Delibes and Bizet (1836), and Mussorgsky (1839), who was also Russian.

I'm a little puzzled here. Tchaikovsky was born in 1840, so he was born after a whole army of famous composers (several centuries' worth) that came before that date. Could you indicate in a supplementary where precisely you'd like the question to go, what it is you're really looking for?

Very many - every one born before May 7 1840 (os April 25). That includes Bach, Handel, Vivaldi, Mozart, Haydn, Beethoven, Schubert...need I go on?
