A primary election is one of several possible means by which a political party decides which candidate it wants to run for office. In many states, participation is limited to registered members of the political party. Other means of choosing candidates include the caucus or convention system (in which members of the party meet and publicly discuss and choose a candidate as opposed to having a state-run secret ballot) and the committee system (in which the people elected to run the political party slate the candidates).

A general election is an election at which the nominees of the political party and independents compete against each other with the winner being elected to a political office.

So I think you're trying to ask what the difference between an open and closed primary is. If this is your question then the difference is that in an open primary anyone can vote in the primary, but in a closed primary only registered party member can vote in the primary election. A primary election is one way that state parties (ie the state's democrats or repblicans) can decide how their party delegates will vote to select the party's presidential candidate. Now, after the presidential candidates are chosen by the parties then the candidates compete in the general election for the president.

A primary is within the party to see which candidate will represent the party in the general election,
The general election is between candidates of different parties to see who gets to represent the voters in office.
