Yes and no. This question is always very difficult to answer, and can't be answered in one specific way. Different people have different ideas on what is considered flirting. Is flirting online actually cheating on your wife? No, it's not cheating, but she may still consider the behavior out of line and thus question whether you actually WANT to cheat on her. Flirting is human nature and it makes us feel good. We all like to be flirted with on occasion, even if we're in a monogamous relationship. Your wife is probably flirted with by other men from time to time; she probably never tells you because there really is no point in bringing it up. It's a random occurrence that happens at some point on a random day. Most monogamous individuals simply reply with some form of "I'm really flattered but, I'm married" or whatever the status may be. Flirting online is different because typically, in order to flirt with someone online you're in a situation where you're seeking the attention. I'm not saying there's anything wrong with chat rooms or looking at online porn (there isn't) but when talk of sex or romance is involved it can be construed as flirtation. The key to not stepping on your wife's toes is simple: communication. Sit down and discuss it rationally. Say something like "sometimes when I am online, women will flirt with me. I want you to know you can trust me, but does it bother you if it happens online?" She may say yes; she may say no. My point is you'll know for sure what she considers acceptable and you can take the opportunity to say the same things to her.
