I start it up with the full choke and then after a few minutes I turn it down but then after I rev the engine a few times it cuts off. So I start it up again with the full choke and it won't start unless I have the throttle wide open with the full choke, as soon as I let the throttle go it cuts off. Its an 07 Kawasaki 250 Ninja. So its fairly new. What could be the problem?

Plenty? No. It should still run with gas in it though shouldn't it?

Leaving the choke on for a "few minutes" is WAY to long. Even a full minute is to long in most cases. With my honda 599 and kawasaki klr 650 I usually turn the choke on all the way for 30 seconds then half choke for 15 then turn the choke off. I agree with guardrail, your plugs are probably fouled.

Change the spark plugs.
They probably got semi-fouled from over use of the choke.

Carburator problems, maybe just needs ajusment.

it is under warranty - take it back to the dealer.
