As long as you don't have a filter, you are pretty limited in the fish area. Your only option would be a Betta. You could keep some really cool shrimp like Ghost Shrimp, Red Cherry Shrimp, Amano Shrimp, or Singapore Shrimp. Also, you could try an African Dwarf Frog or two. They are funny little guys that are quite active and are fully aquatic (they don't need land, but they do need air). There are almost no fully aquatic freshwater crabs available. Most are brackish crabs sold as freshwater that soon die because of improper home. Email me if you have any questions.

EDIT: Still, no Guppies. In a bowl, their ammonia is just gonna build up and kill them. Also, 3.5 gallons is only enough swimming space for ONE MALE Guppy (and that is still pretty tight). When you buy females, they are almost guaranteed to be pregnant, so a SINGLE male is the MOST Guppies you could fit (and that doesn't mean it's happy). You could fit any kind of snails you want. I would suggest a Mystery Snail (about 1.5 inches fully grown).

You don't say if you have a heater. If you do, you could have a couple of apple snails, a few ghost shrimp, RCS or even a few amano shrimp. Or a combo of one snail and a few shrimp. You could keep a small crab, but only one and only alone. You could have an albino dwarf frog. You could get one or two guppies. Males only as you have no room for fry! If you don't have a heater you could have a couple of white clouds. That's about it.

A turtle? I don't think any fish would be happy living in a small environment.
