Where is the best place to use telekinetic grab? I know bank in varrock but is there other places on unmember's world?

Its not good to use it at all. It gives horrible XP. Look on runehq.com in the magic guide to see what gives the more xp.

I'm not sure. I know you can use it on monsters that you kill behind gates and stuff, if they drop a good drop you can take it if you cannot go inside. But I'm sure there is another place besides the basement in Varrock bank for non-members.
