I just need to know if anyone has seen this car in their area in the UK.

Information you aren't likely to get since it's protected.
You can only get it if you are law enforcement, a towing company with actual possession of the vehicle and a need to notify the owner of its location, or an insurance company with a claim against it.
If you have some compelling reason to have the information go to the police and make a report and let them handle whatever it is.

If this is for an insurance claim then just contact your insurers and they check a database of registration numbers and contact the other persons insurance company for you. I know this because i got a call from my insurers earlier on in the year and they said that i had a collision with a car in a cardiff car park. I live nowhere near Cardiff and had to document my actions on the day in question. The insurance company said that the person who had tried to claim probably got one of the digits of the reg number wrong and it was a mistake. Hope this helps.

Call the police and explain the reason you have to find the owner. If you show them plausible grounds, they will help you I am sure. Don't you have a friend who is a police officer? Ask one for advice.
