I do not think you are born with it. I seriously believe that wit is something you develop as you mature. Environment has a huge part to play in the process as well. By that I mean an individual who has lived in a household with intelligent and witty parents/guardians has a better chance of becoming witty him/herself.

You may have a genetic disposition for it, but mostly it develops over time. Sadly, many people only make it half way there.
