More than anything, I want to learn about lock picking, as I'm very interested in locks. Also, just before I do anything rash, can you please reassure me that possession is legal in Texas. And, I can lock pick my own locks privately.

Locksmithing refers to repair, modification, and installation of locks. Lock picking is a technique. Most locksmiths won't waste much time on picking a lock. They will just drill it out, and replace it. There are books on lock picking, but if you do not have the touch, you're wasting your time.

Although the phrase "lock-picking" carries negative connotations, it is not illegal.

All locksmiths do lock-picking. When referring to this trade, it is probably more fitting to call it "locksmithing" rather than "lock-picking" --- it just sounds better, and gives a better impression of what your intentions are.

There are various sites on the internet where you can buy "lock-picking" tools. And most come with instructions as to their use.

And there are various courses (many web-based) which teach locksmithing.

Now as to legality --- simply owning lock-picking tools is not illegal. It is what you do with them that determines illegality.

I'm sure however, if a building was burgled nearby and the police detained you and discovered lock-picking tools on your person, that you would have some extensive explaining to do.
